(a) As a result of the combining of the systems under Section 151.01, all of the functions of municipal waterworks, sewage and stormwater utilities authorized by various enactments of the State legislature shall be performed by the Board created by this article.
(b) The offices of members of the reestablished Board shall be the same persons who currently sit as members at the time of the passage of this amendment, and successors shall be appointed in accordance with Section 151.05.
(c) By the reestablishment and addition of the storm water utility, there shall be no lessening or interference in any manner, with obligations previously assumed by the Combined Waterworks and Sewage System of Wellsburg, with respect to bonded or other indebtedness and the combined Board created by this article shall be obligated to fully carry out and comply with all obligations previously incurred by the Combined Waterworks and Sewage System of Wellsburg with respect to any bonded indebtedness, or other obligations lawfully incurred by such predecessor board.
