The board created by the prior enactment of this Article known as the "Combined Waterworks and Sewage System of Wellsburg," shall now be known as the "Combined Waterworks, Sewage System and Stormwater System Board of Wellsburg." In addition to the waterworks and sewage functions previously entrusted to the Board, such functions shall henceforth include the management of the storm water system utility, and there is hereby established a combined waterworks, sewage system and stormwater system utility to pursuant to Chapter 8, Article 20 of the West Virginia Code.
