151.05  COMPOSITION; TERMS OF OFFICE; QUALIFICATIONS.
   (a)    The Board created by this Article shall consist of eight members, one of whom shall be the Mayor, who shall be its presiding officer, and one of whom shall be the City Manager, who as the chief executive officer of the City shall be responsible for executing the policies of the Board and shall be the direct supervising authority of all employees thereof. Provided, however, the City Manager shall be a nonvoting member of the combined Board. Three other members of the Board shall be members of Council and the remaining three shall be registered voters of the City.
   (b)    Except for the Mayor and the City Manager, the remaining six members of the Board shall be appointed by Council. The Mayor shall nominate candidates for Board membership vacancy after having determined that such prospective member is qualified and willing to accept the position. Members shall be appointed as follows:
   (c)    Three members for a term of two years and three members for a term of three years, and upon the expiration of each such term, and each succeeding term, an appointment of successors shall be made in like manner for a term of three years. Vacancies shall be filled by Council for an unexpired term in the same manner as the original appointment.
   (d)    No member of the Board shall be permitted to serve as a member of any other municipal board or as a member of any public service district, nor shall any Board member be permitted to hold any elected office, other than that of Mayor or City Council. Any person doing so shall be subject to immediate removal by Council. Any Board member who shall fail to attend three consecutive meetings of the Board without just cause shall be subject to immediate removal by Council. In the event of the removal of any person for these or any other reasons, Council shall proceed to appoint a person to the unexpired term in the same manner as the original appointment.
