Every person engaged in the buying or selling of new or secondhand bicycles shall make a report to the City Clerk of every bicycle purchased or sold by such dealer from or to a city resident, giving the name and address of the person from whom purchased or to whom sold, a bicycle description by name or make, the frame number and the license plate number, if any, attached to the bicycle.
