§ 371.01 LICENSE AND LICENSE PLATE REQUIRED.
   No person residing in the city shall ride or propel a bicycle on any street, sidewalk or public way within the city, unless such bicycle has been licensed by the city, and unless a license plate issued by the city is firmly attached to the rear mudguard or frame of the bicycle, in such a position as to be plainly visible from the rear.
