§ 351.11 FIXED FINES FOR CERTAIN PARKING VIOLATIONS.
   (A)   Any person upon whose automobile or other vehicle is placed a traffic violation notice or tag or upon whom a traffic violation notice or tag is served, charged with any of the parking violations set forth herein, may appear before the Police Court Clerk between the hours of 7:30 a.m. and 3:30 p.m., within 24 hours of the time when such traffic violation notice or tag is so placed upon the automobile or other vehicle or so served and, in that event, if such person so desires, he may plead guilty to the charge and pay a fixed fine in the amount hereinafter shown for the offense for which he is charged, as follows:

   (B)   In the event such procedure is followed, no additional costs will be charged against the offender, provided, however, that in the discretion of the Police Court Judge, a person committing any of such offenses more than twice in any calendar year, may be fined up to $200 and imprisoned not more than 20 days, or both, and a person committing any of such offenses more than three times in a calendar year, may be fined up to $500 or imprisoned not more than 30 days, or both. Nothing herein contained shall be construed to deprive a person of his right to a trial in the Police Court of the city, if such trial is desired; but, in such event, if the person is convicted of the offense, the only limitation as to the penalty shall be that provided in § 101.99 of these codified ordinances and court costs shall be assessed as provided in § 171.08.
