§ 560.02 PURPOSE AND APPLICABILITY.
   (A)   The purpose of this article is to provide additional and alternative enforcement provisions, such as citations, to enforce the municipal code ordinances regarding exterior sanitation and common nuisance violations related to property located within the city. These alternatives will allow for application in a fair, speedy and inexpensive manner and should improve regulation of such ordinances.
   (B)   This article shall be in addition to those methods and processes otherwise contained in the Codified Ordinances of the City of Weirton and shall be applied at the discretion of the enforcement official.
   (C)   This article shall apply to the following exterior sanitation and common nuisance violations contained in the Codified Ordinances of the City of Weirton, and International Property Maintenance Code (IPMC) as adopted:
      (1)   Sanitation (IPMC as adopted and City Code § 557.01).
      (2)   Grading and Drainage (IPMC as adopted ).
      (3)   Sidewalks and Driveways (IPMC as adopted and City Code §§ 549.09, 549.14).
      (4)   Weeds (IPMC as adopted and City Code § 557.01).
      (5)   Accessory structures (IPMC as adopted).
      (6)   Motor Vehicles (IPMC as adopted).
      (7)   Graffiti/Advertising (IPMC as adopted and City Code § 541.02).
      (8)   Accumulation of Rubbish or Garbage (IPMC as adopted and City Code § 557.01).
   (D)   Any and all planning, zoning, building, environmental and law enforcement officers shall have authority to enforce the provisions of this section and shall be referred to herein collectively as enforcement officials.
