§ 549.09 SWEEPING SIDEWALKS.
   (A)   No owner of any lot in the city, or the agent in charge thereof, shall permit the accumulation of leaves, wastepaper or other litter on the sidewalks in front of or abutting upon such property for a period of more than 24 hours, or shall sweep the same across or off of any sidewalk into any street or other public place.
   (B)   Before any person shall sweep a sidewalk or any part thereof along any of the streets of the city, the portion of the sidewalk to be swept shall be sprinkled with water, and no sidewalk shall be swept except while damp to such an extent as to prevent dust from arising therefrom.
