No person shall deposit or cause to be deposited, directly or indirectly, or by or through any agent, contractor or employee, any soil, snow, water, rubbish, leaves, grass, or other substance or material upon any public street, alley or sidewalk in the city in such manner as to render such public street, alley or sidewalk unsightly; or in such manner as to impair the lawful and proper usage of such public street, alley or sidewalk; or in such manner as to render such public street, alley or sidewalk unsafe or dangerous for normal or ordinary usage thereof.
