(a) There shall be charged and collected from all persons applying for and requiring water taps the following fees:

* Materials include but are not limited to: saddle, corporation, coppersetter, meter, meter pit & lid, pipe, etc.
(b) As used in this section, “materials” includes but is not limited to: saddle, corporation, coppersetter, meter, meter pit and lid, and pipe.
