945.01 RATES.
   (a)   The per gallons calculation for all amounts in excess of the minimum shall be changed to per one hundred (100) gallons of use instead of per one thousand (1,000) gallons and an automatic annual three percent (3%) rate increase shall be effective on March 1, 2020 and annually thereafter on the first day of March for minimum rate and the excess rates as currently set forth below.    (b)   (1)   New rate structure for quarterly billing beginning January 1, 2025 of: Minimum charge (0-4000 gallons per quarter) to be charged at $57.25 per quarter;
         User charge per 100 gallons over the minimum 4,000 gallons per month set at $0.74 per 100 gallons; Commercial surcharge per 100 gallons over the minimum 4,000 gallons per quarter set at $0.05 per 100 gallons.
      (2)   A monthly rate structure based on the newly established quarterly rate structure beginning January 1, 2025:
         Minimum charge (0-1,333.3 gallons per month) to be charged at $19.08 per month;
         User charge per 100 gallons over the minimum 1,333.3 gallons per month set at $0.74 per 100 gallons; Commercial surcharge per 100 gallons over the minimum 1,333.3 gallons per month set at $0.05 per 100 gallons.

   (c)   Non-payment on/off charge: $25.00.

   (d)   A "Bulk Water Rate" of two dollars and forty cents ($2.40) shall be set for the sale of bulk water to commercial and residential customers through the Village of Waverly's distribution system. An additional "Transmission/Distribution Surcharge" of twenty five cents ($0.25) shall be applied to the "Bulk Water Rate" for the sale of water supplied through the Village of Waverly's distribution system. An annual rate increase of three percent (3%), as set forth by Ordinance #41-2011 shall be applied to the "Bulk Water Rate" for commercial and residential customers starting with January 1, 2016 and continuing each year so forth.

945.02 DEPOSIT REQUIRED FOR RENTERS.
   (a)   An application for water service made by an applicant who is not the owner of the premises, shall be in writing and accompanied by a written and fully executed lease by the applicant. (Ord. 19-2016. Passed 4-5-16.)
   (b)   (1)   Applicant shall pay any and all outstanding balances due to the Water Department, including without limitation, the Applicant’s prior bills and/or all outstanding balances due to the Water Department for any prior water service regardless of location.
      (2)   The owner of the premises shall pay any and all outstanding balance due to the Water Department.
      (3)   Provided that the owner of the premises and applicant neither one have any outstanding balance, then the applicant shall provide a deposit for services of one hundred fifty dollars ($150.00).

   (c)   The water service shall be in all of the adult renters' names.

945.03 WATER TAP FEE.
   (a)   There shall be charged and collected from all persons applying for and requiring water taps the following fees:

   (b)   As used in this section, “materials” includes but is not limited to: saddle, corporation, coppersetter, meter, meter pit and lid, and pipe.
945.04 FEE FOR METER TILE.
   All persons, firms or corporations requiring water taps are hereby required to furnish the meter tile, which shall be installed by the City, and the costs of such installation shall be as provided in Section 945.03.
945.05 CITY TO MAINTAIN METERS.
   On and after the effective date of this section, the City shall, at its own expense, maintain, repair and keep in serviceable condition, all meters required in the successful operation of the sewage and water system.
