No other ordinance of the city shall be read to conflict with the provisions of this division; however, if any section, subsection, sentence, clause, phrase or portion of this division is for any reason held to be in conflict with any other ordinance or is held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed as a separate, distinct and independent provision, and such holdings shall not affect the validity of the remaining portions thereof.
