In the construction of this code, the rules and definitions contained in this section shall be observed and applied, except when the context clearly indicates otherwise. The word “shall” is mandatory and not discretionary; the word “may” is permissive. The word “lot” shall include the words “plot”, “piece”, and “parcel”. The phrase “used for” shall include the phrases “arranged for”, “designed for”, “intended for”, “occupied for”, and “maintained for”. The word “city” shall refer to, and be interpreted to mean, Waterloo, Illinois. The following words and terms, whenever they occur in this code, shall be interpreted as herein defined.
