If a building's water service is abandoned by the property owner, the old water service line shall be disconnected and capped at the point of attachment at the main water system. The cap shall be approved by the city and must be inspected by the city prior to backfilling. All cost and expenses incident to the removal and capping at the main shall be borne by the owner.
