The connection fee established herein shall be effective as of July 1, 2004. The annual increase will be effective May 1 of each year. All other rates and service charges for users of the sanitary sewer system in effect upon said date shall remain in effect except to the extent of any inconsistency with the provisions of § 38-3-65.
