The 12-month period of March 1 through the last day of February of each year shall be known as the “service year”. The sewer rates established under this section for each subsequent service year commencing on March 1, 2003 shall reflect the adjustment as required for the previous year and shall be considered as a base for calculation of the sewer rates to be made throughout the service year commencing on said adjustment date.
