The Deputy Chief of Police shall assist the Chief of Police in the discharge of his or her duties as the Chief of Police may direct and shall perform such other duties as from time to time may be assigned to him or her by the Chief of Police of the city. In the absence of the Chief of Police, or in the event of his or her inability or refusal to act, the Deputy Chief of Police shall perform the duties of the Chief of Police, and when so acting, he or she shall have the powers of and be charged with all the responsibilities of the Chief of Police.
