There is hereby established a department of the municipal government of the city which shall be known as the Police Department. The Police Department shall consist of a Chief of Police, Deputy Chief of Police, and such number of policemen and/or policewomen, hereinafter collectively referred to as “police officers”, as may be provided from time to time by the City Council. A rank structure shall be established for the Police Department by the City Council, and the various members of the Police Department shall hold such rank as may be designated by the appropriate appointing authority; however, the Chief of Police shall hold the highest rank, and the Deputy Chief of Police shall hold the second highest rank held by any member of the Police Department from time to time.
