Any person who violates or aids and abets in the violation of this article:
(A) Shall be subject to the general penalty described in Division IV of Chapter 1 of this code of ordinances; and
(B) Shall be required by the court to make a disposition on the abandoned or unclaimed vehicle, and pay all towing and storage charges pursuant to this article.
