§ 24-4-1 ILLINOIS VEHICLE CODE ADOPTED.
   As authorized by and pursuant to ILCS Ch. 625, Act 5, § 20-204, the city adopts by reference all provisions of the Illinois Vehicle Code, (ILCS Ch. 625, Act 5, § 1 up to and including ILCS Ch. 625, Act 5, § 20-204) pertaining to the control of traffic and motor vehicles on highways that are not felonies under state law, and the provisions thereof shall be controlling within the corporate limits of the city, except for the following changes, deletions and omissions. Violations of such laws in the city shall be violations of this chapter.
   (A)   Omissions: Omit ILCS Ch. 625, Act 5, §§ 11-207, 11-208.1, 11-208.2, 11-209.1, 11-302, 11-303, 11-310(f), 11-313, 11-401 through 11-416, 11-500 through 11-502, 11-602 through 11-604, 11-606(b), 11-608, 11-1419 and 11-1422.
   (B)   Changes and additions:
      (1)   Change ILCS Ch. 625, Act 5, § 11-904(a) to read: “Preferential right-of-way at an intersection may be indicated by stop or yield signs as authorized by this code.”
      (2)   Change ILCS Ch. 625, Act 5, § 11-1416(a) to read: “Any person who shall willfully and unnecessarily attempt to delay, hinder or obstruct any other person in lawfully driving and traveling upon or along any highway within this state, or who shall offer for barter or sale merchandise on said highway so as to interfere with the effective movement of traffic shall, upon conviction, be guilty of a violation of this code.”
