§ 16-1-2 LICENSE REQUIRED.
   No person shall engage in the business as a residential or commercial collector of garbage and rubbish unless first having made application and secured a license from the city. The license shall be for the fiscal year of the city, commencing on May 1 and expiring on April 30.
