§ 12-1-5 REFUSAL TO ISSUE LICENSES AND PERMITS.
   The city may refuse to issue any license or permit referenced in this Chapter 12 based upon the applicant's failure to pay any delinquent:
   (A)   Fine imposed by the city; or
   (B)   Penalty imposed by the city; or
   (C)   Liability for utility services provided by the city; or
   (D)   Liability for a money judgment issued in favor of the city.
