All or part of the fees provided in § 12-1-1(A) through (C) may be waived by the City Council in its discretion, upon application and for good cause shown by applicants that are established exclusively for religious, governmental, educational, charitable, or other purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code, as amended from time to time; however, no part of such fees may be waived which is assignable to the cost of services rendered with respect to the processing of such permits by persons or service providers that are not full-time employees of the city.
