   One copy of the Standard Specifications for Water and Sewer Main Construction in Illinois, as prepared by the Illinois Society of Professional Engineers, Illinois Municipal League, The Associated General Contractors of Illinois and Underground Contractors Association, designated May 1996, Fifth Edition, shall be filed in the office of the City Clerk of the City of Waterloo, Illinois and kept available for public use, inspection and examination.
