Any person, firm or entity who shall violate a provision of this code or shall fail to comply with any of the requirements of this code or who shall construct, alter or repair any water or sewer mains or ancillary facilities in violation of this code, or of a permit or certificate issued under the provisions of the city code, shall be subject to the general penalty described in Division IV of Chapter 1 of this code of ordinances.
