Divisions II through V, inclusive, of a certain document, one copy of which is on file in the office of the City Clerk of the City of Waterloo, Illinois, being marked and designated as “Standard Specifications for Water and Sewer Main Construction in Illinois”, as prepared by the Illinois Society of Professional Engineers, Illinois Municipal League, The Associated General Contractors of Illinois and Underground Contractors Association, designated May 1996 Fifth Edition, are hereby adopted as Standard Specifications for Water and Sewer Main Code of the City of Waterloo, Illinois, which shall be known, referred to and cited as Standard Specifications for Water and Sewer Main Code, and each of the provisions, conditions and terms of said divisions of the Standard Specifications for Water and Sewer Main Code in Illinois are hereby referred to, adopted and made a part hereof as if fully set out in this article, hereinafter referred to as “this code”.
