The Board of Police Commissioners shall adopt and publish rules and regulations to carry out the purpose of ILCS Ch. 65, Act 5, § 10-2.1-5, and to govern appointments and removals in accordance with the provisions of said statute. Such rules and regulations shall be adopted according to the procedure required by ILCS Ch. 65, Act 5, § 10-2.1-5. The Board of Police Commissioners, from time to time, may revise such rules and regulations in the same manner as for the adoption of the original rules and regulations. No such rule or regulation shall be made by the Board of Police Commissioners to govern the operation of the Police Department or the conduct of its members.
