Subsequent appointments to the Board of Police Commissioners shall be made by the Mayor with the advice and consent of the City Council. Subsequent appointments shall be for a term of three years and until their respective successors are appointed and have qualified. No such appointment, however, shall be made by any Mayor within 30 days before the expiration of his or her term of office.
