The provisions of ILCS Ch. 65, Act 5, §§ 8-2-9.1 through 8-2-9.10 relating to the position of Budget Officer, preparation of annual budgets and matters pertaining thereto are hereby incorporated into this Division XIII by reference, and such amendments thereof that become effective after the passage of this Division XIII shall be incorporated by reference and shall be applicable to the Budget Officer, preparation of the annual budget and matters pertaining thereto.
