§ 1-2-44 CHIEF EXECUTIVE OFFICER. 
   The Mayor shall be the chief executive officer of the city and he shall see to the enforcement of all laws and ordinances. He shall preside over the meetings of the Council and perform such duties as may be required of him by statute or law. He shall have supervision over all of the executive officers and city employees; provided, however, his control is subject to the power of the Council to prescribe the duties of various officers and employees. He shall have the power and authority at any reasonable time to inspect all books, papers and records pertaining to city affairs and kept by any officer of the city.
