§ 1-2-18 NO VOTE TO BE RECONSIDERED AT SPECIAL MEETINGS. 
   No vote of the City Council shall be reconsidered or rescinded at any special meeting thereof unless at such special meeting there are present as large a number of Aldermen as were present when such vote was taken.
