8-2-1: MANDATORY CONNECTION REQUIRED:
   A.   When water mains are laid in streets where no main formerly existed, the owners of property abutting upon the streets, having water connections with private mains or pipes, may be ordered to connect with the water mains so laid, when notified to do so by written notice from the secretary of the board of waterworks trustees, within the time specified in the notice. When repairs are needed on any connection with the water main or where a pave box projects above the surface of the street, the owner of the property abutting the street in front of which the water connection or pave box exists, may be ordered to make such repairs or lower the pave box by notice from the secretary of the board of waterworks trustees, as provided in this subsection.
   B.   Whenever any water connections or repairs are ordered, or any pave box ordered lowered, as provided in subsection A of this section, and the person owning the real estate in front of which the connection or pave box exists, fails to make the connection or repair or fails to lower the pave box within the time fixed by the notice, the board of waterworks trustees shall cause the connection or repair to be made, or the defective box lowered and assess the property in front of which the connection or repair is made, or the pave box lowered, the cost and expense of doing the work.
   C.   Whenever any water connections or repairs are ordered as provided in subsection A of this section, or any pave box ordered lowered, the work shall be done under the supervision and direction of the superintendent of waterworks, who shall keep an accurate account of the cost and expense of doing so and make return thereof to the board of waterworks trustees.
   D.   Whenever the board of waterworks trustees shall cause any connection or repair to be made or any pave box lowered pursuant to this section, the board of waterworks trustees shall certify the actual cost and expense thereof, giving the name or names of the owners of the property and the amount of cost and expense to be assessed against each lot or tract of ground.
   E.   When the cost and expense of doing the work pursuant to this section in any instance shall be certified, notice shall be given and the assessment made and certified as provided by law.
   F.   When a water main has been laid in any street provided in subsection A of this section, where abutting property owners have had water connections with private mains, and connections have been made to the abutting property with the water mains so laid, the water works general manager is authorized to disconnect the private mains and shut off the water supply from the private mains.
