§ 99.71 PERMIT REQUIRED; FEES.
   (A)   No person shall make, or cause to be made, any opening, aperture or excavation for any purpose whatever, in any street or sidewalk, without permission from the Superintendent of Streets, upon written application therefor, as provided in Title XI of this code.

   (B)   Before permission shall be granted for any opening, aperture or excavation in any paved or unpaved street or in any sidewalk, the person making the application shall deposit with the city a fee as set forth in the schedule of fees, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code for each opening of not more than 100 feet in length. Where excavation is to be in any sidewalk or paved street, additional fee amounts are to be based on prevailing market prices.
