Any person or entity required to report or act hereunder who does not comply with the provisions hereof within 30 days of either the required reporting date or the date any act is required to be done shall be subject to a fine as set forth for each such violation in the schedule of fees, charges, penalties and rewards attached to the annual budget of the city, pursuant to § 41.11 of this code until such time as either the report is received by the environmental authority or the act is performed. Each day such report is not submitted or the act is not performed shall constitute a separate violation. No such fine shall be levied during the process of an appeal filed pursuant to this chapter.
