§ 50.37 SEPARATION OF COMPOSTABLE LEAF WASTE MATERIAL AND YARD TRIMMINGS; PLACEMENT FOR REMOVAL.
   (A)   During the leaf waste and yard trimmings collection period residents shall place their leaf waste, grass and lawn clippings in the manner prescribed by the Board of Public Works. Until such time that the Board of Public Works shall prescribe a manner, residents should place leaf waste and yard trimmings in leaf bags as defined in § 50.36. These paper bags, or other such manner the Board of Public Works may prescribe, shall be placed at the curbside on the designated collection days in a manner assuring access by city employees collecting the leaf waste and yard trimmings. When using the paper bags, nothing but leaf waste and yard trimmings shall be placed in these bags.
   (B)   Tree brush, twigs and branches shall be cut and bound in stacks measuring no more than four feet in length and no more than four inches in diameter.
   (C)   Compostable leaf waste material shall not be placed in plastic trash bags during the leaf waste collection period. Leaf waste shall not be placed in the same refuse container as or otherwise mixed with other forms of solid waste for collection, removal or disposal during leaf waste collection period.
   (D)   If any resident fails to comply with the requirements of this section, the Superintendent of Waste Disposal, at his discretion, may refuse to collect the leaf waste material of the resident, and the resident shall remove from the curb the leaf waste material.
   (E)   The imposition of penalties herein prescribed shall not preclude the city or any person from instituting appropriate legal action or proceeding to prevent a violation of the provisions of this subchapter.
