§ 51.024 EFFLUENT LIMITATIONS.
   (A)   No person shall discharge wastewater containing metals or substances in concentrations greater than those listed in Table 1, wherein concentrations are those of composite samples collected over the daily period of operation in proportion to flow so as to produce a representative sample. However, if Q, the daily discharge of a user in gallon per day, is less than 25,000, then the allowable concentration shall be calculated by multiplying the tabulated value by 25,000/Q, but in no event shall an allowable concentration of metals exceed five times the respective tabulated value.

   (B)   These effluent limitations have been established to assure compliance with the objectives presented in § 51.001. The city reserves the right to establish more stringent limitations or requirements on discharges to the wastewater disposal system if deemed necessary to comply with the objectives presented in § 51.001.
   (C)   Upon the promulgation of the federal categorical pretreatment standards for a particular industrial subcategory, the federal standard, if more stringent than limitations imposed in these rules and regulations for sources in that subcategory, shall immediately supersede the limitations imposed under these Rules and Regulations. The city shall notify all affected users of the applicable reporting requirements under 40 C.F.R., Section 403.12.
