(a) "Commissioner" means the Commissioner of the Building Department of the City or his or her designee.
(b) "Donation Bin" means any container, receptacle, or similar device that is located on any property within the City, usually left unattended and used for soliciting and collecting donations of clothing, shoes and/or books. This term does not include recycle bins for the collection of recyclable materials governed or regulated by the zoning code.
(c) "Operator" means a person, entity, association or organization who places, maintains or operates Donation Bins to solicit donations of salvageable personal property.
(d) "Permittee" means the person, entity, association or organization who is issued a permit authorizing placement of Donation Bins in the City.
(e) "Property Owner" means the person, entity, association or organization who owns the real property where the Donation Bin(s) is or is proposed to be located.
(f) "Residential District" includes residential zoning districts as established pursuant to Part 11 Planning and Zoning of the City's Codified Ordinances.
