No person shall conduct or operate any rental hall within the Municipality except in conformity with the provisions of this chapter. The term “rental hall”, as used in this chapter, means any hall, place, restaurant or night club the primary use of which is for private events such as parties, talent shows, concerts, or other gatherings or functions, and a fee is charged to rent the space or a fee is charged to the attendees for admission or attendance. This section does not apply to spaces that are regulated by the Ohio Department of Liquor Control.
