(a) No event shall be held at any rental hall without first obtaining a permit therefor.
(b) The application for the permit shall be furnished by the Chief of Police and state the start time, end time and location of the event, the fee or charge for admission or attendance, the person or persons who will be in charge or control thereof while the same is being given, the person or persons promoting it, a statement regarding the consumption of liquor at the event, anticipated number of attendees and any other information the Chief of Police deems necessary.
(c) Each application for a permit shall be submitted to the Chief of Police, or his or her designee, no less than ten (10) calendar days in advance of the event and the application must be accompanied by a nonrefundable fee in the amount of one hundred dollars ($100.00).
