Whenever a vehicle is parked in a restricted area as defined by Sections 351.03, 351.09 and 351.10 of this chapter, which areas shall be clearly marked “Tow-Away Zone”, that vehicle shall be subject to towing from that area by the Police Department of the City or its duly authorized agents. In addition to the fines which are levied by this chapter, the Police Department, or its authorized agents shall not release the vehicle to the owner or driver thereof without receipt of a towing charge in the amount of twenty-five dollars ($25.00). Should such vehicle not be claimed within a period of seventy-two hours, then in addition to the charges and fines levied by this chapter, there shall be imposed an additional charge of five dollars ($5.00), for each day or portion thereof for the storage of the vehicle.
