351.03 PROHIBITED STANDING OR PARKING PLACES.
   No person shall park a vehicle on the side of a two-lane residential street upon which fire hydrants are located and which are posted for no parking.
   No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device, in any of the following places:
(a)    On a sidewalk, except a bicycle.
(b)    In front of a public or private driveway.
(c)    Within an intersection.
(d)    Within ten feet of a fire hydrant.
(e)    On a crosswalk.
(f)    Within twenty feet of a crosswalk at an intersection.
(g)    Within thirty feet upon the approach to any flashing beacon, stop sign or traffic control device located at the side of the roadway.
(h)    Within fifty feet of the nearest rail of a railroad crossing, unless the traffic control authority indicates a different distance by signs or markings.
(i)    Within twenty feet of the driveway entrance of any fire station and on the side of the street opposite the entrance to any fire station within seventy-five feet of such entrance, when properly posted.
(j)    Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
(k)    Alongside any vehicle stopped or parked at the edge or curb of a street.
(l)    Upon any bridge or other elevated structure upon a highway or within a highway tunnel with the exception of West Market Street.
(m)    At any place on public or private property where signs prohibit stopping, standing or parking, or where the curbing is painted yellow, or at any place in excess of the maximum time limited by signs.
(n)    Within one foot of another parked vehicle.
(o)    Between the curb and sidewalk, except in front of places of business, where upon request to the Director of Public Service and Safety a permit to park will be issued without charge. The area between the curb and sidewalk must be covered with black topping or other approved material.
(p)    By an unauthorized vehicle being parked or standing at any place on public or private property which has been specifically designated as an area for parking for handicapped persons.
