(a) No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a truck loading zone during the hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed thirty minutes.
(b) Truck loading zones are to be located in the central business district which shall be bounded on the north by Porter Street, N.E.; on the east by Vine Avenue, N.E.; on the south by South Street to the intersection of West Market Street to the intersection of South Street, to be designated by signs approved by the Director of Public Service and Safety upon demonstration of need, indicating loading zone hours from 6:00 a.m. to 12:00 noon. Parking permitted thereafter.
