351.13 NIGHT PARKING.
   No person shall park a vehicle on any street for a period of time longer than thirty minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day.
   This section, however, shall not apply to the following:
   (a)   Any physician on an emergency call; or
   (b)   Any emergency or public safety vehicle; or
   (c)   Any person who shall be parked within the Central Business District as defined within Section 301.062, if parked within a designated parking space as defined within Section 351.16.
   Notwithstanding anything to the contrary in this section, any ordinance provisions relative to parking and emergency snow removal (such as, for example, Section 351.17 (“Designation of emergency snow removal streets”.)) shall be, and are, applicable to any person parking a vehicle on any street between the hours of 2:00 a.m. and 6:00 a.m. of any day, unless that person is a physician on an emergency call or the vehicle involved is an emergency or public safety vehicle.
