351.17 DESIGNATION OF EMERGENCY SNOW REMOVAL STREETS.
   (a)    In order to facilitate the cleaning of streets and to expedite the free flow of vehicular traffic, motor vehicles shall not be parked on any public street, highway, thoroughfare, alley or public roadway within the City at such times as the United States Weather Bureau records indicate that three inches of snow have fallen and there is a prospect of further snowfall. All cars parked prior to the time such weather conditions prohibit perking must be removed by the owners or operators. Any motor vehicle parked in violation of this prohibition shall subject the owner or operator to the fines provided herein.
   (b)    It shall be the responsibility of the owners or operators of motor vehicles to ascertain whether weather conditions require the removal of their motor vehicles from the streets designated and to remove all cars parked in violation of the provisions set forth in this section.
   (c)    The City shall make every effort to inform the public of the existence of weather conditions requiring removal of parked automobiles from the streets designated herein, but the owners and operators of motor vehicles parked in these areas shall have full responsibility to determine existing weather conditions and to remove parked automobiles if the weathe conditions are such as to require their removal under the terms of this section.
   (d)    After the United States Weather Bureau records indicate that three inches of snow have fallen and there is a prospect of further snowfall, the Director of Public Service and Safety shall announce that emergency snow conditions exist and that vehicles parked on any public street, highway, thoroughfare, alley and all other public roadways within the City shall be removed. Such vehicles which are not removed shall be ordered removed to a motor vehicle pound as designated by the Traffic Code. Records shall be kept in the Traffic Section of the Police Department of all vehicles so impounded.
   (e)    Any person or persons violating the provisions of this section with respect to failure to remove parked motor vehicles when the weather conditions described in this section require their removal, shall be subject to the traffic penalties provided by Section 351.99 of the Codified Ordinances of the City. In addition, when a motor vehicle is towed to a motor vehicle pound, the car can be recovered only upon the payment of towing charges and any storage charges imposed.
   (f)    The Police Department shall use all available means of disseminating information as to the existence of weather conditions requiring removal of parked motor vehicles from the areas designated. Such notice shall be disseminated through the radio, newspaper and all other available media to the extent feasible. The dissemination of this information, however, shall not relieve owners or operators of motor vehicles from the responsibilityof ascertaining the existence of weather conditions requiring the removal of parked motor vehicles from the areas designated.
