(a) The license fees for manufactured home parks, as defined in Ohio R.C. 3733.01, shall be based on the number of lots in each park and established in the following categories and shall be any amount determined by the Public Health Council pursuant to Ohio R.C. 3733.01 plus the following fees:

(b) The separate, special Manufactured Home Park Fund established as required by Ohio R.C. 3733.04 for deposits into and expenditures therefrom, shall be used only for the purpose of administering and enforcing Ohio R.C. Sections 3733.01 to 3733.08 and the rules adopted thereunder.
