   931.01 AVAILABILITY TO ALL PERSONS; NO FEE REQUIRED.
   (a)    The parks and recreational facilities of the City shall be available to all persons, regardless of race, creed, color or national origin, under the provisions of this chapter.

   (b)    No admission fee shall be charged at any time at any City park.

   931.02 PERMITS AND FEES FOR CERTAIN FACILITIES.
   (a)    Certain facilities in City parks shall be subject to reservation by permits, charge for which shall be determined entirely on the basis of maintenance, costs and service charges.
   (b)    Notwithstanding any other provisions of the Codified Ordinances, any person, group or organization which will use any softball or hardball field within a City park for an adult softball or hardball tournament which is not under the auspices of the ASA or OSSSA, NAFB or otherwise sanctioned, which would require preparation of the facilities to be used, i.e., lining, infield preparation etc, shall for such use pay a user fee as follows:
(1)    Fields, unlighted: $50.00 per day/per field;
(2)    Fields, lighted: $75.00 per day/per field.
   The user fees provided for in the preceding paragraph shall be paid to and collected by the Director of Public Service and Safety. Such fees, once received, shall be deposited into the proper account of the General Fund. Expenditures of such moneys shall be authorized by the Director of Public Service and Safety.

   931.03 PERMIT TO SELL MERCHANDISE.
   No person shall sell or offer for sale any merchandise, article or thing of any kind or character in any City park without a written permit.

   931.04 TRAFFIC REGULATIONS.
   Motor vehicles operating in City parks shall operate at a speed not to exceed ten miles per hour and shall comply with all regulations posted for the purpose of controlling traffic.

   931.05 FIRES.
   Fires in City parks shall be built only in fireplaces or other places provided for such purpose.

   931.06 POSTING OR DISTRIBUTING PRINTED MATERIAL.
   No person shall post or distribute any printed material in any City park, except by written permission from the park authorities governing the individual park.
