A permit shall not be issued until the fee prescribed therefor has been paid to the Inspector of Buildings, who shall issue a receipt therefor to the applicant and pay over such fee to the Treasurer. The fees shall be as set forth in Chapter 208 of the Administration Code (the General Fee Schedule) and shall be additive, and separate fees shall be paid for each of the items listed. No person shall commence any work under this Building and Housing Code that requires a permit without first obtaining such permit and paying the required fee therefor.
