No use shall be permitted or authorized to be established which when conducted in compliance with the provisions of this chapter and any additional conditions or requirements prescribed is or may become hazardous, noxious or offensive to the public due to the emission of odor, dust, smoke, cinders, gas fumes, noise, vibration, refuse matters or water-carried wastes.
