For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALLEY. A strip of land, dedicated to public use, primarily to provide vehicular service access to the side of properties otherwise abutting on a street.

CITY. The City of Wadsworth, Ohio, represented by the Director of Public Service or his authorized representative.

CROSSWALK. A not less than ten-foot right-of-way, publicly owned, cutting across a block in order to provide pedestrian access to adjacent streets or property.

CUL-DE-SAC. A minor street, limited in length by this chapter, having one end open to motor traffic, the other end being permanently terminated by a vehicular turnaround.

DEAD-END STREET. A street having only one outlet for vehicular traffic and not containing a vehicular turnaround.

ENGINEER or CITY ENGINEER. The City of Wadsworth City Engineer, the Engineering Department and/or its designated representatives.

ENGINEERING RULES AND REGULATIONS. Manual stating the specifications for all improvements within the city.
EASEMENT. A grant by the property owner of the use of a strip of land by the public or by one or more persons or corporations for a specific purpose or purposes.

IMPROVEMENTS. The entire right-of-way grading and street surfacing, with or without curbs and gutters, sidewalks, crosswalks, water mains, sanitary and storm sewers, culverts, bridges, street trees, street lighting and other appropriate items.

LAND USE AND THOROUGHFARE PLAN. A composite of the mapped and written proposals for the future development of the city and duly adopted by the Planning Commission and/or Council, indicating its recommendations for the uses of private land, public open spaces and buildings, and the location and width of the existing and proposed street system.

LOT. A portion of a subdivision or other parcel of land intended as a unit for transfer of ownership or for development.

MEDINA COUNTY ENGINEERING CODE. The Engineering Code for Subdivision Development of Medina County, Ohio, as adopted by the Board of County Commissioners.

PLANNING COMMISSION. The Planning Commission of the City of Wadsworth, Ohio.

PLAT. A map of a tract or parcel of land.

PRIVATE STREET. A right-of-way which provides a vehicular and pedestrian access between residential, commercial or industrial structures or groups of structures under separate ownership and connects to a public right-of-way.
PUBLIC UTILITIES. All persons, firms, corporations, copartnerships or municipal authority providing gas, electricity, water, steam, telephone, sewer or other services of a similar nature.

RESERVE STRIP. A strip of land not under control of a public body and used for control of access.

STREET. Is synonymous with “thoroughfare.”

SUBDIVIDER. Any person, individual, firm, partnership, association, corporation, estate, trust or any other group or combination acting as a unit, including any agent of the subdivider, dividing or proposing to divide land so as to constitute a subdivision as herein defined.

SUBDIVISION. Either of the following:
(1) The division of any parcel of land shown as a unit or as contiguous units on the last preceding general tax roll, into two or more parcels, sites, or lots, any one of which is less than five acres, for the purpose, whether immediate or future, of transfer of ownership, provided, however, that the division or partition of land into parcels of more than five acres not involving any new streets or easements of access, and the sale or exchange of parcels between adjoining lot owners, where such sale or exchange does not create additional building sites, shall be exempted, but must be approved by the Planning Commission and marked “approved by the Wadsworth Planning Commission”; or
(2) (a) The improvement of one or more parcels of land for residential, commercial, or industrial structures or groups of structures involving the division or allocation of land for the opening, widening, or extension of any street or streets, except private streets serving industrial structures;
(b) The division or allocation of land as open spaces for common use by owners, occupants, or lease holders or as easements for the extension and maintenance of public sewer, water, storm drainage, or other public facilities.

SUBDIVISION, MAJOR. The division of any parcel of land into five or more new parcels or any division requiring the extension of a public street.
SUBDIVISION, MINOR. The division of any parcel of land into less than five new parcels which does not require the extension of a public street.
SUBDIVISION REGULATIONS. Ordinance 2917, passed July 21, 1964, as amended, and as codified herein as Chapter 153 of Title XV of the Code of Ordinances.

THOROUGHFARE.
(1) COLLECTOR THOROUGHFARE. A street or highway which is intended to carry traffic from minor streets to the major streets. Collector streets are usually the principal entrance streets to residential developments and the streets for circulation within the developments.
(2) LIMITED ACCESS THOROUGH- FARE. A strip of public land devoted to movement of traffic, not providing access to the abutting properties.
(3) MAJOR THOROUGHFARE. A street or highway used primarily for fast or heavy traffic between large or intensively developed districts.
(4) MARGINAL ACCESS THOROUGH- FARE. A minor street providing access to property which abuts or is adjacent to a limited access or major thoroughfare.
(5) MINOR THOROUGHFARE. A street intended primarily to provide pedestrian and vehicular access to the abutting properties.
