Any amendment, additions, or deletions to a residential permit parking area shall be initiated, considered and approved or disapproved according to the procedures set forth in Sections 10.18.050 through 10.18.070 of this chapter, except any such amendment, additions, or deletions may be initiated by the city council upon its own initiative.
