"Itinerant occupations, trades and businesses" shall mean occupations, trades or businesses having no permanent warehouse, building, structure or residence within the city at which a permanent business is carried on throughout the year or usual production season in good faith, and not for the purpose of evading section 3-1-6 of this chapter, and shall include occupations, trades or businesses housed in temporary stands or quarters or in permanent quarters occupied pursuant to any temporary arrangements; provided, however, that no occupation, trade or business engaged in or operated in good faith by any actual resident of Craig County, who has been such a resident for a period of more than ten (10) days, or sponsored by any permanent, civic or religious club, association or organization of fifteen (15) or more members, the majority of whom are residents of the city, shall be considered an itinerant occupation, trade or business.
